Why downloaded photos print soft, and what to do about it

A phone takes a photo at around four thousand pixels wide. Facebook, Instagram, WhatsApp and Messenger all shrink it when it's uploaded, to somewhere between one and two thousand pixels, because that's all a screen needs. Downloading it back gives you the shrunk version, which looks perfect on a phone and prints soft at anything over A3.

The fix is to get the original: ask the person who took it to AirDrop it, share it from their camera roll by email with the full-size option, or put it in a cloud link. If you took it yourself, it's in your own camera roll at full size. Google Photos and iCloud keep originals; the social apps don't.

If the download is all there is, print it small, A4 or A3, where it'll look fine, and the uploader will tell you when a file is too small for a size. The preview is the honest test either way.
